Radio continues to be an inexpensive way for dealers and suppliers to reach their increasingly mobile customers Last year, the Minnesota-Dakota Hardware Association used $130,000 in co-op funds provided by five companies — Ace Hardware, United Hardware Distributors, TruServ, Briggs Stratton and 3M — for a five-month-long radio campaign extolling the virtues of the independent dealer over its warehouse competitors. Radio, which traces its roots back to the 1870s when it served as a point-to-point wireless telegraph, has survived several technology revolutions and continues to provide a reliable venue for dealers promotional efforts. Its relatively low cost and access to people while they are mobile are making radio a preferred and efficient medium for more companies. At least one study has even found that online dealers, with their cutting-edge approach to marketing and selling, are using radio ambitiously to get their messages out to shoppers.
The alliance with Ace will help it supply its stores with more products, say Sodimac officials. Terms were not disclosed. An Ace company official says the deal will allow Sodimac to compete with The Home Depot.

SECURITY: VOIP is growing so fast that its reportedly leaving network security issues in the dust. A number of computer security experts told NewScientist.com last month that VoIP phones could be vulnerable to a number of familiar-sounding Net threats, from viruses and denial of service attacks to toll fraud, ID spoofing and even eavesdropping. But Vonage CTO Louis Mamakos insists that an attack on a VoIP phone would take an extraordinary amount of determination. For example, he told New Scientist, for VOMIT to work the eavesdropper would have to filter off all other traffic going through the Net and focus in on one call. None of this is impossible, he says. But its much easier to demonstrate these vuinerabilities in the tab.

They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. However, it is possible, from a careful review of the existing empirical literature on drugs and violence, to make some educated inferences.

Thousands of cancer sufferers are being denied life-saving drugs because of delays and bureaucracy in making them available on the NHS. The hold-ups are a matter of life and death for desperate people who have been diagnosed with cancer of the breast, colon or lung, or with a brain tumour. Doctors are furious that drugs such as Avastin, which is used to treat colon cancer, and Ce-tuximab, a treatment for head and neck cancers, are being blocked by the National Institute for Clinical Excellence (Nice), a government-appointed quango set up to decide which drugs should be routinely prescribed on the NHS.
The study found that chick embryos exposed to alcohol had eight times the number of cancer cells than those exposed to saline. The alcohol-exposed embryos also developed larger, denser tumors.

Plastic coating traps indoor air pollutants Polyethyleneimine (PEI) is a water-soluble plastic used in applications ranging from adhesion and disinfection to carbon dioxide absorption. It comprises three types of amines–subunits derived from ammonia. These primary, secondary and tertiary amines are distinguished by whether one, two or all three of the hydrogens in ammonia have been replaced by a carbon-based molecular fragment. Because amines bind aldehydes, Gesser reasoned that PEI might trap formaldehyde. Indeed, his first tests confirmed that PEIs primary and secondary amines would absorb the pollutant from air recirculating through a filter coated with the plastic. However, as soon as all molecules on the coatings surface reacted with formaldehyde — within 10 days or so — its pollutant-trapping activity ceased.

A legal code in a complex society is designed to have several functions. First, it is designed to announce beforehand the rules by which citizens must conduct themselves, on pain of criminal punishment. Second, if a person violates one of these rules of conduct, the criminal law must determine whether the violator is to be held criminally liable. Third, another part of its adjudicatory function, where liability is imposed the law must determine the general range, or “grade,” of punishment to be imposed. It is the first function that is of interest to us here, the socalled ex ante function of the criminal law. The code announces in advance what actions count as criminal; thus the citizenry can use the announcement to guide their actions to avoid criminal conduct. The law, in other words, draws “bright lines” between allowable and unallowable conduct, and those lines enable the citizens to regulate their conduct so they do not break the laws. To use a familiar metaphor, the criminal law specifies what sorts of actions are “out of bounds,” and the penalties for those actions, so the players will “stay in bounds.” The criminal justice system relies on people knowing the law and knowing where the boundaries for their conduct lie. Ignorance does not excuse unlawful conduct, a fact summarized in the phrase “ignorance of the law is no excuse.” Such a rule is defended as a useful means of creating an incentive for citizens to learn the law. Citizens need to know these codes if these laws are to function successfully in an ex ante mode. If, for instance, the code requires that a person who is aware of the location of a felon report that location to the police, people need to know that the code requires such conduct. If the code requires that a person help another person whose life is in danger, then for the code to guide the behavior of the potential rescuer, he or she has to be aware that the code requires that helping action.

Buying a home is often the largest purchase decision a person will make. It is therefore not surprising that the use of home inspectors is increasing as buyers seek to confirm the physical condition of their purchases. Home inspectors, however, have often been referred to as “deal killers” by real estate licensees because they have, on occasion, been responsible for stopping a sale of residential real estate that would have otherwise been completed. More recently, however, licensees are viewing home inspections somewhat differently. Instead of perceiving home inspectors as a potential source of reducing a real estate licensees income, licensees are viewing them as a way to increase future sales and reduce potential liability on the buyer side of the transaction.This study examines the role that home inspections play in the residential real estate home buying process. To date, no study has considered this impact on the sales process. Furthermore, the performance, process and other characteristics of those sales agents that have been involved with a home inspection in the residential sales process are unknown.
OAKLAND — Firefighters with Oakland Fire Station 23 pulled up to a home on Sunkist Drive and immediately made a checklist of what was wrong with the property around the dilapidated white house. Weeds on the land near the road were knee high, dry and brown. The red brick chimney on the roof did not have a spark arrestor. A pile of dead and rotting vegetation was laying against a wall and there was no address number in sight. Firefighters from every station in the hills are going from house to house this month inspecting property for fire safety. They want homeowners to maintain a “defensible” space around their homes, a 30- to 100-foot space clear from overgrown grasses, weeds and tree limbs. Fire consumes this sort of vegetation first, then spreads to larger trees and homes.

Melanie McCabe began working in 1971, but she didnt have a real job interview until two years ago. A teacher at Sherwood Forest Elementary School in Winston-Salem, she applied for a summer position in 1997 through a program called Educators in the Workplace. When Wake Forest University Baptist Medical Center invited her in, she thought it was just for a casual “getting to know you” chat. She found herself in her first formal interview instead. McCabe says the experience helped her realize what skills her students need to prepare for the workplace. Sometimes its something as basic as making eye contact in conversation. Thats what Educators in the Workplace is all about. It exposes teachers to the business world by placing them in summer jobs. Then they can make changes in their classrooms to better equip students.

The largest of five pedestal works at P.P.O.W., a 15-by-15-by-24-inch sculptural tableau depicting a birthing class, was shown alone in a room that it filled with its energy. One of the scenes has a black-haired woman on a flowered blanket, her pink floral housecoat thrown open, her eyebrows raised and teeth clenched as she leans back on one elbow. The babys emerging blood-smeared head is received by a smiling blonde midwife wearing an Indian gauze tunic and patterned leggings. In the other scene, mother (in a striped housecoat) looks happier and touches her husband behind her. The baby is half out, a young girl in a red dress, presumably her daughter, watches, and a woman of extremely elongated proportions assists. The cheery genitals are health-manual illustrations pumped into three dimensions and bright hues (orange, plum, yellow, pink). The models are realistic enough to show the anus, yet the “edge” of the males skin is treated with blue and white flowers, and the female version includes gold highlights. Agee is both earnest and spoofing. Her amiable vignettes recall 40s or 50s illustrations, and she draws on the figurine tradition in form and material if not in subject matter. Taste isnt an issue.

One of Kenyas finest game parks is under threat from uncontrolled development of hotels and lodges, conservationists claim. The building of four new hotels, which would more than double the number of beds in Samburu National Reserve, has been criti- cised environmental groups which warn that elephant migratory corridors and lion breeding habitats could be destroyed. “These current proposed developments are all along the river. There will be a huge impact on the area most heavily utilised by the wildlife,” she said. “We have to be very careful how we plan for the future. If landscape planning in Samburu is not managed it will have an adverse effect on the environment and the people who rely on tourism for their livelihoods.” Save the Elephants had been threatened with expulsion from Samburu, where the group carries out conservation work protecting the regions 5,500 elephants, at the end of April. The group was given until tomorrow to leave the reserve after being accused by Samburu County Council of “publishing malicious reports”. But the charity earned a last-minute reprieved after local councillors committed to protecting the reserve managed to overturn the order. Councillor Christopher Lalkalepi said Save the Elephants was now “in safe hands. They will not be chased away.”

As your new president, I face a challenging task when it comes to speaking to you about school finance. Let me give you my dilemma. It is the end of the school year as I write this piece and I am reflecting on the uncertain state of school finances in coming months and what these financial challenges mean for us as school system leaders. You will share my frustration that as many as half the nations students may be directly shortchanged of the education they deserve, with the remainder not immune to the impact of belt tightening. As bad as that news is, last year at this time NCSL found 36 states with budget gaps. On the other hand, NCLB and IDEA could be funded retroactively, which would help make up for last years budget shortfalls that resulted from unfunded or underfunded mandates. If you are a school leader in one of the rare districts whose state legislature decided this summer to support quality education with adequate funding for all your schools, the future must look bright, so you can skip the remainder of this column. If youre not in that sunny camp, please continue and let me share my thoughts.

Acne (AK-nee) is a condition in which there are pimples, blackheads, whiteheads, and sometimes deeper lumps on the skin.
Acne is associated with heavy sebum secretion caused by hormones Androgens (male hormones) stimulate sebum secretion and estrogen (a female hormone) reduces sebum production.


While the tendency to develop acne is passed from parent to child through genetics, certain practices can aggravate acne outbreak. Acne can be caused by mechanical itrritation, including pulling or stretching the skin, as often happens in athletic activities. Taking steroids can also aggravate acne because steroid drugs contain androgens. Adolescent women who use oil-based cosmetics and moisturizers can also have an aggravated case of acne.


The inflammation that defines acne results from the plugging of the sebaceous ducts, which lead from the sebaceous gland to the surface of the skin. Once plugged, the duct becomes inflamed and pustular. In some individuals the acne pustules are few, infrequent, and isolated. In others the condition is pronounced, with widespread pustule development.


Acne is not a debilitating medical condition, but people find it unsightly and may be unduly embarrassed and worried about their appearance. Since the pustules principally appear on the face, they are quite noticeable. Teenagers tend to be more self-conscious than older people, and so even mild acne can be quite distressing.


Manipulating or squeezing acne pustules can cause deep and permanent scarring. Washing the affected area with a germicidal soap and an abrasive sponge will help dislodge the material plugging the duct. Because estrogen inhibits the development of acne, taking birth control pills may alleviate acne in young women. A topical antibiotic may also prove helpful. For deeper acne, injected antibiotics may be necessary.

He had been charged in 2006 with four misdemeanor counts of battery, but two were dropped in exchange for the guilty pleas. “I dont remember the event, but I plead guilty,” Tegeler said in court.

Until the Boeing 747 overtook me, I had assumed that all jet planes, Concorde apart, travel at the same speed. On the brink of the 21st century, many predictions about life in the future have failed to come true: we are not all working just two days a week, with machines doing all the tough stuff, and not all our travel is supersonic. Intuitively, it is reasonable to expect jet aircraft to travel at the same speed. After all, they all use the same basic Fifties technology, and surely air traffic control in todays crowded skies depends upon all planes travelling at the same speed? The Jumbo passing by a couple of thousand feet above me disproved this theory. I was aboard a Boeing 767 flying from Havana to Manchester. In mid-Atlantic, we were overtaken by a British Airways 747 en route from Mexico City to Heathrow. Had a 707 slipped through a time-warp and resumed service on the New York-London route, it would have raced past us both. When the Boeing 707 was the standard equipment on the worlds premier intercontinental air route, travellers got there nearly an hour quicker than on board the modern Boeing 767.

Radio continues to be an inexpensive way for dealers and suppliers to reach their increasingly mobile customers Last year, the Minnesota-Dakota Hardware Association used $130,000 in co-op funds provided by five companies — Ace Hardware, United Hardware Distributors, TruServ, Briggs Stratton and 3M — for a five-month-long radio campaign extolling the virtues of the independent dealer over its warehouse competitors. Radio, which traces its roots back to the 1870s when it served as a point-to-point wireless telegraph, has survived several technology revolutions and continues to provide a reliable venue for dealers promotional efforts. An improving economy and an influx of lenders have produced near- record lending backed by the U.S. Small Business Administration in El Paso County this year. Lenders made 172 federally backed loans totaling $51.9 million in the county during the 2004 fiscal year, which ended Sept. 30. The number of those loans is up 4.2 percent from the 2003 fiscal year, and the amount loaned is down 1.7 percent during the period.

SPREADING THE WEALTH The explosive growth in forex trading has been fueled to some extent by the promise of low margins and low or nocost trading. However, sometimes the “no-cost” perception is just that - a perception. Critics say that when bid/ask spreads are considered, forex trading can be more expensive than other markets. The amendment also prohibits members from advertising that they do not charge commissions unless they also disclose how they are compensated, says Katherine Camp, associate general counsel at the NFA.
In The Psychology of the Foreign Exchange Market, author Thomas Oberlechner provides the results of research into how professional traders view the markets. The major point behind the research is that the mindset used to understand and observe the forex markets is itself a factor in how you proceed to trade. The person who views the forex market as sports will look to winning trades as the main focus, but may become emotionally damaged when faced with a losing trade. In contrast, the person who views forex as an ocean may adopt longer-term views of market moves. Many view trading as a war and, as a result, formulate trading strategies that capture pip moves as if they were the enemy. Forex traders also bring different perspectives based on their life experiences. Engineers often try to model the market and project direction based on equations. In contrast, doctors approach forex trading with the mindset of diagnosing the price action. Those traders who come from backgrounds such as the martial arts bring discipline and an ability to control emotions. Which is best? It turns out that forex trading is a great equalizer among all professions. In short, it depends on the individual.
With the flurry of interest in the retail cash forex market, futures traders might not understand the various differences to the futures products. Here we highlight distinctions between forex cash and futures markets from a trading technique perspective. Forex trading is considered the juggernaut in the investment world with more than $3.5 trillion in currency trading taking place per day, according to the Bank for International Settlement. There is more daily volume in the forex market than in all of the U.S. stock or futures markets combined. It used to be, only very large players could participate in these markets. If small traders wanted to speculate on fluctuating exchange rates, their only option was forex futures. The maturation of the retail cash markets have not made forex futures obsolete, though. Quite the contrary, volume in forex futures traded electronically at the Chicago Mercantile Exchange is shattering records. Sometimes, similar markets compete and suck volume away from each other; other times, similar markets play complimentary roles, as spread and arbitrage strategies allow one market to feed off another. The continued success of forex futures is evidence that cash forex and forex futures fall into the latter category.

POWAY — Ted Waitt had his eureka moment over a baccarat table two years ago at Comdex, the technology trade show in Las Vegas. His computer company, Gateway Inc., was hemorrhaging money and becoming an also-ran against Dell Inc. and Hewlett-Packard Co. Waitt and a longtime supplier began talking about the flat-panel TVs that were turning up in high-end consumer electronics showrooms. They were sleek enough to hang on living-room walls like paintings and offered sharper images than standard tube TVs. But with prices starting around $5,000, few people could afford them.
Televisions, which are found in over 95% of American homes, are often located in areas where children spend a lot of time. Their design makes them unstable — most of their weight is located in the front of the picture tube, making them easy to tip forward. Their controls are located in the front, easily within the reach of inquisitive toddlers. During a seven year period, over 73 cases of toppling TVs were reported to the Consumer Product Safety Commission. Twenty-eight of these children died from their injuries. The average age of the injured children was 36 months, with the ages ranging from one month to 11 years. These injuries and deaths are totally avoidable. Televisions must be placed on safe and secure surfaces where young children cant climb and cause the TV to topple onto them.

E-commerce today is enjoying the fastest growth rate of any business sector because, among other things, it is fast, convenient and cost-effective! Consider just a couple of examples I heard a consultant from Arthur D. Little present recently on CNBC: 1) A typical banking transaction, which costs one dollar, will only cost one cent when conducted over the Internet! 2) A typical brokers transaction, which costs $150, will only cost $6 when conducted over the Internet! Do you wonder why e-commerce, which is a direct result of Internet marketing, is experiencing explosive growth?
A review of the marketing literature in both the traditional (offline) and new era (online) environments was undertaken to compare and contrast marketings role in both types of organisation. Insights derived from this review formed the basis for a series of in-depth interviews with leading marketing professionals in Ireland. The paper draws conclusions regarding the overall effect of the Internet on marketing. In particular it notes that, while marketing has evolved into an all-encompassing role in the organisation, the marketer remains the focal actor. The paper looks to a future with two distinct kinds of marketer and highlights the importance of retaining the traditional commitments of marketing practice. The Internet is a significant global medium for communications, content and commerce. It is a powerful tool for building relationships with all of a companys communication targets. It is cheap, immediate and repeatable. With appropriate technology it can be personalised and is measurable. Building one-to-one relationships with customers online provides marketers with the ability to cut through the clutter that is characteristic of traditional marketing activities such as TV/radio and newspaper advertising, PR and outdoor, ambient media.

In actuality, the seminar focused little on the overall problem of health care fraud in liability claims, but focused clearly on the activities of chiropractors, with a primary emphasis on multidisciplinary practices and mobile electrodiagnostic testing labs. After the seminar, one could have left with the belief that health care fraud and chiropractic were synonymous, as the speakers continually attacked chiropractors, with no care taken to remind their audience that not all chiropractors engage in fraudulent activity! It was quite apparent that the speakers had an US (insurers) against THEM (chiropractors) attitude. Clearly, the chiropractic profession was not presented as a viable part of the solution in combating fraud and a member of the health care fraud fighting team, but as the target of it!In one presentation, after the speaker failed to mention the chiropractic examining boards role as a source for investigators to report suspected chiropractic fraud, I informed him of this oversight and requested he inform his audience. My request went unanswered.In another presentation, a speaker from Washington State did mention the chiropractic board as a potential source for combating fraud involving chiropractors, but added that it did not do any good until now, “because we have beat them up.” It was ironic to listen to the silence and comments of these speakers in a hotel located just across the street from where the Federation of Chiropractic Licensing Boards (FCLB) had held its annual conference just months earlier. The FCLB meeting included discussions on health care fraud/abuse trends and efforts to combat the fraud!

SECURITY: Phishing–the practice of using fake emails from banks and ISPs to trick Netizens into giving out financial details like bank account numbers, login IDs and passwords–is rapidly replacing spare and even Net worms as one of the biggest security worries for e-commerce firms in the Asia Pacific. In fact, according to research firm IDC, phishing has become one of the fastest-growing non-violent crimes among banks in the region in recent months. The success of e-commerce businesses depends on consumers confidence in purchasing online, Yu says. It only takes one major security breach to destroy the trust and relationship that has taken years to build between customers and vendors.
SECURITY: VOIP is growing so fast that its reportedly leaving network security issues in the dust. A number of computer security experts told NewScientist.com last month that VoIP phones could be vulnerable to a number of familiar-sounding Net threats, from viruses and denial of service attacks to toll fraud, ID spoofing and even eavesdropping. But Vonage CTO Louis Mamakos insists that an attack on a VoIP phone would take an extraordinary amount of determination. For example, he told New Scientist, for VOMIT to work the eavesdropper would have to filter off all other traffic going through the Net and focus in on one call. None of this is impossible, he says. But its much easier to demonstrate these vuinerabilities in the tab.

According to Justin Porterfield, manager of the ZCMI Center Inkleys, the cost ranges from $100 to $1,000. One in the $500-price range will get you near single lens reflex quality, he said. According to Allred, most digital cameras have a small LCD monitor on the back that is ideal for composing and reviewing images. It also lets you magnify the images to check for accurate focus and small details. Most digital cameras use compact flash type I memory cards that allow easy downloading to a computer or printer through a USB port on the camera. This allows easy transmission of photographic data to a PC or Mac. Most digital cameras can record movies in AVI format with a duration of up to 30 seconds. The low-quality movies are really for e-mailing and not for television viewing.
The first camera dates back to ancient Greece, with the pinhole camera obscura. But while the camera - in its simplest form-worked, there was no way of preserving images. The first permanent photograph was made in 1826 by Joseph Nicphore Nipce using a sliding wooden box camera made by Charles and Vincent Chevalier in Paris. The first digital camera, developed in the 1970s, weighed 8lbs, was the size of a loaf of bread and captured black and white images on a digital cassette at a resolution of .01 megapixels. Steven Sasson, an engineer working for Eastman Kodak, is credited with the design. Technology has come so far and so fast that anything currently on sale below four megapixels is of questionable worth because there are already camera phones - notably by Nokia and Sharp (for Vodafone) that take three-megapixel pictures. More are on the way, meaning that it is hardly worth paying a premium on such low- quality pictures. At the higher-spec end, once non-professional photographers move past nine megapixels - more than adequate to enlarge to A3 print size - it becomes overkill. Expected developments in digi-cam technology include such basics as moving the power button further from the capture button - so a rushed attempt to take a picture doesnt turn the camera off - and obtaining better quality in poor lighting, currently a big d owner.
